Possible reasons for this are an Unstable local signal or a Hardware
problem, please try the following:

If you are inside a building, change the position or location of the
device. For example try moving the device closer to a window

Check the hardware or use another device and retry

Possible reasons for this are there is no SIM card inserted in the
device, it is inserted incorrectly or the SIM card is de-activated,
please try the following:

and re-insert it, please ensure you take
care to not touch the contact points when doing this

Contact your Service Provider for advice
What to do if PIN Lock or PUK Lock is displayed on your screen?
This means the SIM card is locked:

if you enter the incorrect PIN 3 times then a PUK code
